Martin Prieboy has been the chief of Fester, Pennsylvania’s police force for 20 years, and he has everything under control – or so he thought.

Now, his life is a mess. He’s still dealing with the grief from the recent death of his life partner, and has thrown himself into his work to cope with the loss. That work is not getting any easier, as Ronald Schmidt, scion of the richest family in town, is causing serious trouble. Now, Martin suspects Ronald of attempted murder – and the “attempted” is only a maybe. Further complicating his life is the fact that he’s developed feelings for an informant who keeps him apprised of the goings-on at Mike’s Place, the town’s most notorious brothel.

In the hills outside of town, Billy Snyder – Martin’s predecessor – contemplates revenge. He blames the Schmidt family for his downfall and has started working on a special project that will allow him to wreak vengeance on those who wronged him.

Caught in the middle is Bolly Bollinger. He runs an automotive garage that he rents from the Schmidts. When the landlords keep jacking up his rent, he finds himself on the verge of bankruptcy. When a prank on the Schmidt family goes horribly wrong, Bolly finds himself in the hospital with a gunshot wound and is wrongfully accused of murder.

Meanwhile, Harold Todd, manager of the Hickory Acres Mall is desperate to keep the place solvent. When a supernatural apparition manifests at the mall’s Fourth of July Festival, the number of shoppers temporarily goes through the roof. Realizing that the supernatural sells, Harold decides to fake a haunting to attract customers – a decision that results in an explosive showdown.
